The standing committee on energy has recommended adopting penal provisions to punish hydropower project developers who default on implementation of allocated projects. This is to ensure that country s hydrogeneration potential is harnessed expeditiously. The parliamentary panel made this observation after it came out in a recent meeting that only 22% of the 15,627 mw hydropower capacity addition envisaged under the 11th Five Year Plan has been commissioned so far.
